Border Closed To Mexican Livestock Imports
Just two days into a phased reopening of southern U.S. ports for livestock imports from Mexico, the USDA has once again shut down operations. A newly confirmed case of New World Screwworm (NWS) was reported by Mexico’s National Service of Agro-Alimentary Health, Safety, and Quality (SENASICA) in Veracruz—only 370 miles from the U.S. border and 160 miles north of the current sterile fly dispersal zone.
This latest case follows May detections in Oaxaca and Veracruz that prompted the initial closure of cattle, bison, and equine imports on May 11. The USDA had announced plans to reopen five ports between July 7 and September 15 under a risk-based strategy. However, the agency now says that schedule is “severely compromised.”
“Given this new development, we are pausing the planned port reopenings to further quarantine and target this deadly pest in Mexico,” stated USDA Secretary Brooke L. Rollins. “We must see measurable progress in fighting NWS in Veracruz and surrounding regions.”
Imported Mexican cattle play a vital role in supplying U.S. feedlots and beef processors, especially across Texas and the Southern Plains. The sudden halt poses a significant setback for operations that depend on cross-border trade.
To safeguard the U.S. herd, USDA is requiring Mexico to:

Implement strict animal movement controls

Increase screwworm surveillance and trapping

Push the sterile fly dispersal barrier farther south
Colin Woodall, CEO of the National Cattlemen’s Beef Association, emphasized the urgency of building domestic capacity:
“Screwworm is advancing. We need a U.S.-based sterile fly production facility now—we can’t wait any longer.”
In June, Secretary Rollins launched a broader plan to combat NWS, including breaking ground on a sterile fly dispersal facility in South Texas. Plans are also underway for a full-scale fly production center, with USDA working closely with Arizona, New Mexico, and Texas in a coordinated response.
